Who sets petrol and diesel prices in Pakistan?
OGRA (Oil & Gas Regulatory Authority) notifies the official ex-depot and retail prices. The underlying calculation factors in international crude oil prices, the USD/PKR exchange rate, the Petroleum Development Levy, sales tax (GST), and distribution/dealer margins.
Why does Pakistan's petrol price change with the dollar rate?
Pakistan imports most of its crude oil and refined products, priced internationally in US dollars. When the rupee weakens against the dollar, each barrel costs more in PKR — which feeds directly into the pump price.
What is the Petroleum Development Levy?
The PDL is a per-litre tax the federal government charges on top of the base price. It has ranged from a few rupees to over PKR 60/litre at various times. It's a major source of non-tax revenue and is often used as a counter-cyclical tool when global crude prices change.
